Disagreement of president and his vice

He pointed to the Central Bank ‘s interest and expressed “ The Central Bank interest has increased from11200 billion Rials to 31000 billion Rials at the end of 1390 year and it will increase to 400000billion Rials at the end of current year”.
On the other hand according to the current reports by the some officials of Central Bank, there is over 200 tons gold available in Central bank due to the exchange oil and gold.
Now which one is correct president speech in Tehran University or the statistic report?
